FEMA and the State of Florida Department of Emergency Management has awarded the City of Marco Island $2,475,000.00 through the Hazard Mitigation Grant Program (HMGP) for the acquisition of sixty (60) mobile generators to provide emergency electrical power to sewer lift stations and RO wells during extended power outages such as those which occur during a hurricane. This mitigation project will aid in providing continuous operation of the City’s sanitary sewer system and potable water production during disaster incidents. Hazard Mitigation projects are designed to improve the community’s resilience to disasters.
Following a Presidential declared disaster, in this case resulting from Hurricane Irma, FEMA initiates Hazard Mitigation Grant Program (HMGP) 404 funding. This funding is provided to assist communities implement measures to reduce or eliminate long-term risk to people and property from natural hazards and their effects. The State of Florida received a percentage of the Total Federal share of the declared disaster damage amount (20%), which it uses to fund HMGP projects. Typically, the funds are allocated to communities which suffered the greatest impact from the disaster. HMGP grants provide a federal cost share of 75% with a local share of 25% for each approved project. Studies have shown that federally funded mitigation grants, on average, can save the nation $6 in future disaster costs for every $1 spent on hazard mitigation. A recommendation from the City’s Hurricane Irma After Action Report stated to “identify and aggressively pursue FEMA Mitigation Grant opportunities to improve the protection of City facilities from storm damage”, the Ad Hoc Hurricane Irma Review Committee also recommended to City Council that the City pursue hazard mitigation funding opportunities.
