COLLIER COUNTY IS LOOKING FOR ADVISORY COMMITTEE MEMBERS

The Collier County Board of County Commissioners is seeking applications for positions on several advisory committees. They are:

The Affordable Housing Advisory Committee has two vacancies, in the following categories: for-profit provider of affordable housing and resident in jurisdiction. This committee was created to monitor the implementation of the Affordable Housing Task Force’s recommendations, and the goals, objectives, and policies of the Housing Elements of the County’s Growth Management Plan and the City’s Comprehensive Plan. The committee also determines the effect of proposed ordinances of affordable housing, and makes recommendations to the Board of County Commissioners and the Naples City Council; and investigates any other relevant areas so directed by the Board of County Commissioners. Terms are three years.

The Bayshore/Gateway Triangle CRA Board has a vacancy in the category Davis Boulevard business owner for a term expiring on May 22, 2018. This nine member board assists in the implementation of the redevelopment plan for the Bayshore/Gateway Triangle area. The committee meets at 6 p.m. on the first Tuesday of the month. Terms are three years.

The Black Affairs Advisory Board has four vacancies. This nine member committee identifies and evaluates problems unique to the Black Community, reviews and recommends ways to ensure open communication between minorities and Collier County Government and provides periodic reports to the Board of County Commissioners. The committee meets at 6 p.m. on the third Monday of the month. Terms are four years.

The Collier County Planning Commission has one vacant seat expiring on Oct. 1, 2016, representing Commission District 4. Applicants must be nominated by District 4 Commissioner Penny Taylor. This committee assists in the formulation and review of the Comprehensive Land Use Plan, Land Development Code and amendments to both, and then submits their recommendations to the Board for final decision. Members are required to file a Form 1 Statement of Financial Interest each year with the Supervisor of Elections. This is a Quasi-Judicial Board.

The Consumer Advisory Board (CAB) has two current vacancies, and two seats expiring on Dec. 1. This board was created for the purpose of hearing any appeals from adverse administrative decisions regarding a public vehicle license permit. They will also hear all public consumer issues. No member of the CAB shall be a current motor vehicle for hire owner or operator, nor shall they be a family member of the same household of a current motor vehicle for hire owner or operator. The Board meets as needed to hear appeals. Terms are four years. This is a Quasi-Judicial Board.

The Development Services Advisory Committee has six seats expiring on Dec. 14 for members in the following categories: land planner; environmentalist; general contractor; professional engineer; residential/commercial contractor; or utility, plumbing or electrical contractor. This 15 member committee represents the various aspects of the development industry. The purpose of this committee is to provide reports and recommendations to the Board of County Commissioners to assist in the enhancement of operational efficiency and budgetary accountability within the Growth Management Department and to serve as a primary communication link between the Growth Management Department, the development industry and the citizens of Collier County. The committee meets at 3 p.m. on the first Wednesday of the month. Terms are 4 years.

The Floodplain Management Planning Committee is seeking to fill a vacancy for a local community member who resides east of County Road 951 (Collier Boulevard). It is the intention that this community member would represent the needs of rural estates properties owners. The committee’s scope of responsibility was established by Resolution No. 06-200, as amended, to develop a Floodplain Management Plan and at least annually evaluate and update the Floodplain Management Plan. The purpose of the Floodplain Management Plan is to promote awareness of the County’s floodplain and flooding issues, identify known flood hazards, discuss past flooding events, assess the current floodplain and flooding issues, and set goals along with a strategy to make the community more resistant to flooding. This committee consists of interested members of the public, incorporated municipalities within Collier County and County staff. The committee meets quarterly and is under direction of the County Manager.

The Golden Gate Beautification Advisory Committee has a seat expiring on Oct. 6. This five member committee advises and recommends as to the beautification and maintenance of landscape improvements within the road right of way as described by ordinance boundaries. The committee shall prepare an itemized budget of the amount of money required to carry out the business of the committee for the next fiscal year. Members must be residents of one of the following precincts: 323, 324, 325, 326, 327 or part of 322. The committee meets at 4:30 p.m. on the third Tuesday of the month. Terms are four years.

The Golden Gate Community Center Advisory Board has two seats expiring on Dec. 31. This five member committee advises the Board of County Commissioners on the budget and operation of the Golden Gate Community Center. Members must reside within the boundaries of the Golden Gate Community Center Municipal Services Special Taxing District. The committee meets at 6 p.m. on the first Monday of the month. Terms are three years.

The Health Facilities Authority has a seat expiring on Oct. 9 and an additional vacancy for a term expiring on May 10, 2017. The purpose of this five member authority is to assist health facilities in the acquisition, construction, financing and refinancing of projects in any incorporated or unincorporated area within the geographical limits of Collier County. Members must be Collier County residents. Terms are four years.

The Historical/Archaeological Preservation Board has one vacancy. Applicants should have expertise in architecture. This seven member committee is vested with the power, authority, and jurisdiction to designate, regulate, and administer historical and archaeological resources in Collier County. The committee meets at 9:15 a.m. on the third Wednesday of the month. Terms are three years.

The Isles of Capri Fire Control District Advisory Committee has one seat expiring on Dec. 31. This five member committee advises the Board of County Commissioners on the budget and operation of the Isles of Capri Fire Control District. Members must reside within the boundaries of the Isle of Capri Municipal Fire Services Taxing District. The committee meets at 4 p.m. on the second Thursday of the month. Terms are two years.

The Immokalee Enterprise Zone Development Agency, also serving as the Immokalee Community Redevelopment Agency, has two current vacancies. Applicants should represent businesses or residents within the nominated area. This 13 member committee was created to induce private investment into distressed areas to create economic opportunities and sustainable economic development for designated areas. Terms are four years.

The Industrial Development Authority has one seat expiring on Oct. 9. This five member authority has the power to sell industrial revenue bonds. Money generated from the bonds is used to construct industrial plants, equipment and other facilities which would then be leased or sold to private industry. Terms are four years.

The Lely Golf Estates Beautification Advisory Committee has one vacancy for a seat that expires on Oct.1, 2017. This five member committee prepares and recommends an itemized budget for the Lely Golf Estates Beautification Municipal Service Taxing Unit (MSTU) and aids and assists the Board of County Commissioners in carrying out the services of the taxing unit. Members must reside within the boundaries of the MSTU. The committee meets at 2 p.m. on the fourth Thursday of the month. Terms are four years.

The Ochopee Fire Control District Advisory Committee has two seats expiring on Dec. 31. This five member committee advises the Board of County Commissioners on the budget and operation of the Ochopee Fire Control District. One of the expiring seats represents Everglades City and the other member must reside within the taxing district. The committee meets at 4 p.m. on the second Monday of the month. Terms are two years.

The Parks and Recreation Advisory Board has two seats (urban) expiring on Dec. 31. This seven member committee advises the Board of County Commissioners on any matters concerning acquisition, development and programs involving parks and recreation facilities in Collier County. Membership consists of one member from the Immokalee Community Park District and six members from the Naples and Urban Area Community Park District. The committee meets at 2 p.m. on the third Wednesday of the month. Terms are four years.

The Pelican Bay Services Division Board has two vacancies representing the commercial/business category and two vacancies representing the resident category. This 11 member board was established by Ordinance 2002-27, as amended, to provide input to the Board of County Commissioners (BCC) in carrying out the purposes of the Pelican Bay Municipal Taxing and Benefit Unit as set forth in the Ordinance; recommend an itemized budget, work programs and priorities to the BCC; and exercise control of the day to day operational affairs of the Unit to the maximum extent allowed by law. The Board meets at 1 p.m. on the first Wednesday of the month.

The Public Transit Ad Hoc Advisory Committee has two vacancies for terms expiring on July 16, 2016. Applicants should be representatives of large employers, health care related services or social services. This nine member committee makes recommendations to the Board of County Commissioners in matters related to transit policies, issues, programs and plans to provide mass transit services to the citizens of Collier County. The committee meets at 3 p.m. on the third Tuesday of the month.

The Radio Road Beautification Advisory Committee has one vacancy for a term expiring onMarch 3, 2016. This five member committee aids and assists the Board of County Commissioners in carrying out the purposes of providing curbing, watering facilities, plantings and maintenance of the median areas as set forth in Ordinance No. 96-84. The committee shall recommend work programs and priorities to the County Administrator. Members shall be permanent residents within the municipal services taxing unit. The committee meets at 3 p.m. on the second Monday of the month. Terms are four years.

The Radio Road East of Santa Barbara Boulevard to Davis Boulevard Advisory Committeehas two seats expiring on Oct. 27 and one vacancy for a term expiring on Oct. 27, 2016. This five member committee recommends to the Board of County Commissioners an itemized budget as required to carry out the business of the municipal service taxing unit (MSTU) and recommends work programs and priorities in carrying out the purposes of the MSTU. Members must reside within the MSTU which will include Sapphire Lakes, The Shores, Furse Lakes Club, Granada Lakes Villas, Ibis Club, Madison Park, Blue Heron, Sherwood Park, Berkshire Lakes-Berkshire Pine, Sabal Lakes and Plantation. The committee meets at 10 a.m. on the second Wednesday of the month. Terms are four years.

The Value Adjustment Board (VAB) has one vacancy for an alternate member in the homestead citizen category. The Clerk of the Circuit Court serves as the Clerk to the VAB, which is the process whereby property owners can appeal their tax assessments. The VAB consists of two County Commissioners, one Collier County School Board member, one Collier County homestead citizen member and one Collier County business citizen member. Collier County’s VAB is required to contract special magistrates, based on population size, to hear the various types of petition appeals including: exemption/classifications, tangible personal property, residential property tax appeals and commercial property tax appeals.

The Vanderbilt Beach Beautification MSTU Advisory Committee has one expiring seat and one vacancy for terms expiring on Nov. 13, 2019. Members must be permanent residents within the municipal service taxing unit (MSTU) boundaries. This committee assists the Board of County Commissioners (BCC) in carrying out the purposes of the MSTU, prepares and recommends to the BCC an itemized budget for the MSTU, and recommends work programs and priorities to the County Manager. The committee meets at 2 p.m. on the first Thursday of the month. Terms are four years.
