A brief ground-breaking ceremony will be held for the Collier & Davis Boulevards Road Widening Improvement Projects on Monday, Oct. 31 at 10 a.m. A tent will be set up on the grounds of 8770 Davis Boulevard, Naples. The tent location is near a building in the process of construction and across the street from Taco Bell. (A diagram of the location is included at the end of this news release.) All are welcome to attend. County Manager Leo Ochs will preside over the event. Speakers include District 5 Commissioner Jim Coletta, District 3 Commissioner Tom Henning, District 1 Commissioner Donna Fiala, Growth Management Division Administrator Norman Feder and Transportation Engineering Department Director Jay Ahmad. The Mike Davis Elementary School Stars and Stripers under the direction of Dr. Patti Sandick will perform the National Anthem and a Patriotic Medley.
The county’s Collier Boulevard Project from Davis Boulevard to the Golden Gate Main Canal has been merged with a project designed by the Florida Department of Transportation (FDOT) on Davis Boulevard from west of Radio Road to Collier Boulevard. The Collier Boulevard portion is one-mile long and is being widened from four to eight lanes with streetlights and on-road bike lanes on both sides of the roadway. It also includes the continuation of a 10-foot multi-use pathway, capacity improvements to approximately one-quarter mile of Beck Boulevard east of Collier Boulevard, as well as capacity improvements to the northbound I-75 off ramp. The Davis Boulevard portion is approximately three-quarters of a mile. Plans include building a variable four to six lane roadway divided by a median with sidewalk and on-road bike lanes on both sides of the roadway as well as streetlights. Both projects also include extensive underground utility upgrades.
Collier County is providing the construction funds with an agreement with the FDOT to provide reimbursement of up to $20 million starting in fiscal year 2012. Construction is expected to be completed in about two and one-half years. The Board of County Commissioners approved a construction contract with Astaldi Construction Corporation for approximately $25.9 million with an approximately $3.3 million reserve for funding allowances for a total of $28.2 million. Astaldi’s bid was nearly 17 percent under the engineer’s estimate of $33.9 million which is a major cost savings. The construction engineering and inspection services contract was awarded to Atkins North America, Inc. for approximately $2.9 million. The contract funds are programmed from gas taxes, impact fees as well as water and wastewater user fees.
Two other sections of Collier Boulevard have been widened in the past few years. A six and one-half mile segment of Collier Boulevard from U.S. 41 to Davis Boulevard was widened from four lanes to six lanes and includes streetlights, sidewalks, on-road bike lanes, a 10-foot multi-use pathway and modifications to the C.R. 951 canal as well as utility upgrades. That project was completed in fall of 2009. A three-mile segment of Collier Boulevard from Golden Gate Boulevard to Immokalee Road was widened from two lanes to six lanes and includes on-road bike lanes on both sides of the roadway, streetlights, an eight-foot sidewalk on the west side of the roadway as well as a greenway on the east side of the canal that runs parallel to the roadway. This segment was completed in spring of 2009.
Another two-mile segment of Collier Boulevard (from Green Boulevard to Golden Gate Boulevard) is being designed and expected to start construction in 2014. This segment will be widened from four lanes to six lanes and includes the continuation of the 10-foot multi-use pathway, on-road bike lanes, sidewalks and streetlights.
Over the course of the past eleven years, the Transportation Engineering Department has responded to a strong commitment from the Board of County Commissioners to build needed roadways by constructing more than 237 lane miles on 22 different road projects, all of which have been opened to traffic. In the process of building these projects, 155 existing lane miles have been rebuilt, for a total of 380 lane miles of completed roadway.
